If a determined user manually removes those libraries, PD is unlikely to run. This includes the VB runtimes built into Windows 8.1 and 10 (full list here: ). NET libraries are required by PD or any of the 3rd-party libraries it uses, but like all Windows apps, it does require *some* system libraries to be present. If the app was working for you in the past but it doesn't now, please get in touch so I can investigate. (In fact, its system dependencies haven't really changed since the Windows XP era!)
